CITIZENS COUNCIL AT SUN CITY TEXAS
BOARD OF DIRECTORS
STRATEGY AND ORGANIZATION OF THE CITIZENS COUNCIL
1.
Purpose. This document describes the strategy and
organization of the Citizens Council in order to achieve its long-term goal of Sun City
Texas being
the premier active adult community in the country as described in the Council’s
Vision [Appendix A]. This is the Vision
for the future of an independent organization of positive, pro-active,
dedicated citizens who are committed to use their previous experience and
talents to insure that Sun City Texas continues to develop into the type of
community that residents sought when they decided to settle here in Central Texas.
2.
Strategy.
The strategy of the Citizens Council to achieve this long-term goal is to continually
look ahead to the desired future of our community while constantly paying close
attention to near-term actions that can have long-term implications especially
as the community transitions into its future resident-controlled status. This strategy dictates the Council be guided
by the following standards:
- To be the preferred source of factual information in
the community by providing information that is accurate, relevant,
interesting, and informative through various communication means.
- To remain on the “high road” by always being honest
and positive, and not overreacting to adverse news.
- To work with all residents, the CA governance system,
and the CA staff, and with the developer as long as it is here, to achieve
the Council’s long-term goal.
- To be willing to listen to other points-of-view and
consider all reasonable alternatives.
- To support those residents who
believe in the Purpose and Vision of the Council and are willing to serve in
the CA governance system as members of the CA Board of Directors and its committees,
and those individuals who seek other governmental positions that are of
interest to our community.
- To welcome all residents who believe in the Purpose
and Vision of the Council and are committed to work for and/or support its
long-term goal as members and supporters.
3. Organization: The
Citizens Council is organized as follows:
- The Council consisting of its members and supporters
who are committed to the Council’s Purpose [Appendix B] and Vision and
functions in accordance with its Bylaws [Appendix C].
- The Board of Directors elected by the Council that
provides leadership and direction in the near-term and for the future of
the entire organization.
- The Council Committees that, as the working entities
of the Council, develop and implement plans primarily focused on near-term
objectives specified by the Board of Directors and in accordance with
their charters. [Appendix D]
4. Required Actions: To
accomplish the Council’s strategy, the Board of Directors must ensure the
Council remains focused on its Purpose as stated in its Charter and its Vision
by providing clear direction to its members and committees by:
- Providing clear and concise policies and guidelines
through written documents.

- Specifying near-term objectives to its Committees in
a way that clearly defines expectations and time frames.
- Continually evaluating progress toward achieving
specified objectives agreed upon through each committee’s tactical plan,
and providing additional guidance or change of direction when necessary
through the committees’ Board Steward.
- Periodically re-evaluating the Council’s strategy to
ensure it remains focused on the Council’s Purpose and Vision and
continues to provide the direction to achieve its overall long-term goal.
