Georgetown Citizens Academy
Eva
Siler, Citizens Council Board Member, attended the second session of the
Academy class. The topic for this session was Finance and
Administration. The primary speaker was Micki Rundell, Director of
Finance and Administration. Micki and all Department Leaders are
Certified Government Finance Officers. Following is an overview of
the session:
Finance and Administration is a Service Division
accountable to the City Council and the community. Its Mission Statement
is:
"We
will provide our customers with friendly and timely service in a
professional manner. Furthermore, we will strive to be innovative
problem solver who is knowledgeable and accountable to those we
serve."
The
Organization employs 56 people responsible for:
· Finance Administration
o Manages the City's fiduciary responsibilities to its
citizens.
o Manages the budget
o Oversees Debt Management
o Protects City's financial interests by overseeing
development agreements and projects
Note: The City has a AA bond
rating and a budget in excess of $214 million. You may view the 2008/2009

· Accounting
o Protects the City's assets by auditing City processes
and monitoring internal controls.
o Ensures accurate financial reporting
o Ensures prompt payment to employees and vendors

· Purchasing
o Ensures the City is in compliance with state laws and
City ordinances addressing fair and open policies and bidding process
o Manages the Electric and City Warehouses

· Municipal Court
o Processes City traffic violations, warrants, and
collections
o Conducts court sessions overseen by Municipal Judge
o Processes over 13,000 cases annually
· Facilities Maintenance and
Construction Management
o Maintains City's fleet of over 373 vehicles
o Tracks fuel usage (City vehicles use 300,000 gallons
per year
o Maintains vehicle replacement schedule
Note: City vehicles use
300,000 gallons of fuel a year. The twelve hybrid vehicles in the
City fleet have performed well so more may be purchased in the future.
· Utility Management:
o Reads meters for water/electric services
o Responsible for rendering utility bills and
collection.
Note: The Utility Office renders
approximately 27,500 bills per month. Most readings water
and electric are taken from the office using the "Automated Meter
Reading System" over a radio and fiber network.
As other members of the Citizens Council attend
Academy classes, they will
provide us with an overview for publication. The
